Job Title: Grade 6 – Executive Librarian Co-Ordinator / Healthy Ireland at Your Library National

Location: Dublin / Salary: €57,332 / Contract Type: Fixed-Term until December 2026

Programme Overview

The Healthy Ireland at Your Library programme supports and expands existing community health initiatives under the national Healthy Ireland framework. Delivered through a national framework managed by Libraries Development (Organization) in collaboration with local authorities and supported by the Departments of Health and Rural and Community Development, the programme promotes health and wellbeing across all life stages. All 330 public libraries have been implementing the programme since October 2017 and continue to prioritise community health initiatives.

Purpose of the Role

The Healthy Ireland at Your Library Co-ordinator is a key strategic and operational role responsible for implementing and driving the national programme across library services. The post-holder will coordinate partnerships, oversee programme development and delivery, and ensure alignment with national health objectives under Round 4 of the Healthy Ireland Fund. The Co-ordinator will also support local delivery, foster collaboration with complementary initiatives, and provide leadership across all phases of the programme.

Key Duties and Responsibilities

Programme Management

  • Lead the implementation of Phase 4 of the Healthy Ireland at Your Library programme.
  • Develop, monitor, and coordinate the Programme of Work funded under Round 4 of the Healthy Ireland Fund.
  • Ensure programme delivery aligns with the Healthy Ireland Outcomes Framework and uses data, evidence, and local health profiles to inform priorities.
  • Prepare annual programmes of activity, programme guidelines, and proposals for funding streams.

Partnerships and Stakeholder Engagement

  • Liaise with local authority partners, national agencies, and other Healthy Ireland coordinators to implement programme actions.
  • Identify opportunities for partnerships and collaborations to advance health and wellbeing objectives.
  • Facilitate development of local partnerships and support complementary health initiatives, including the Sláintecare Healthy Communities Programme.

Financial and Operational Management

  • Manage overall programme financial expenditure, budgeting, and reporting.
  • Ensure compliance with all reporting requirements as outlined in the national Service Level Agreement and the Organizations financial procedures.
  • Support project partners in meeting their financial and non-financial reporting obligations.

Communications and Network Development

  • Oversee communications and promotional activity for the programme.
  • Manage the national network of Healthy Ireland at Your Library coordinators, including communication, training, networking events, and shared learning opportunities.
  • Provide support and secretariat services for the national Healthy Ireland at Your Library Steering Group.

Governance

  • Engage with the Healthy Ireland Working Group of the Organizations Strategic Programmes Committee and Strategic Programmes Committee.
  • Ensure programme delivery aligns with guidance from the national Steering Group.

Required Skills and Competencies

  • Strong leadership, project management, and programme planning skills.

  • Strong collaborative, networking, and relationship-building skills.
  • Ability to negotiate and manage challenging situations effectively.
  • Financial administration and budgeting experience.
  • Data management and IT skills relevant to programme monitoring and reporting.

Qualifications and Experience

  • Proven experience in programme coordination, delivery, and evaluation.
  • Knowledge of community health and wellbeing initiatives, preferably within public library services or the public sector.
  • Experience in stakeholder management and partnership development.
  • Experience in governance, reporting, and compliance with funding requirements.
