Job Title: Grade 7 – Management Officer (Security Operations Centre)

Location: Dublin / Salary: €59,417 / Contract Type: Fixed-Term (24 months – Until December 2027)

Overview

The SOC Management Officer is responsible for managing and overseeing the delivery of Security Operations Centre (SOC) services for our client who is with the local government sector. The role acts as the main point of contact with SOC and SIEM service providers, ensuring effective performance, KPI delivery, and the implementation of threat intelligence and monitoring capabilities. The role also involves reporting to governance boards, representing the Organization at meetings, and ensuring policies and procedures are aligned with best practice, supported by strong organisational, administrative, and people management skills.

Key Duties and Responsibilities

  • To manage the engagement with the SOC/SIEM provider to ensure the delivery of an efficient and effective solution
  • Manage KPIs and ensure their delivery
  • Monitor EPS rates for each participating entity to ensure efficient and effective monitoring of organisations
  • Build SOC monitoring facilities in the Organization to monitor SOC performance and hybrid SOC capabilities
  • Oversee implementation of threat intelligence feeds into SIEM, e.g. MISP
  • To organise and engage with working groups as representatives from the sector to identify requirements
  • To prepare budgets and ensure that procurement programmes are implemented within allocated budgets
  • To develop and maintain relationships with the local government sector and external agencies in accordance with policy and to ensure the agreements are implemented
  • Preparation and presentation of reports for the Project and Programme Boards and at other meetings as required
  • To achieve and maintain the productive association between the Organization and the local government sector in the delivery of services
  • Represent the Organization at a variety of meetings
  • Ensure that policies and procedures are aligned with best practice, are well documented and communicated to others
  • Be highly organised and experienced in administration and managing multiple elements of procurement delivery within agreed timeframes
  • Demonstrate effective people management and organisational skills so that all involved in the team have a clear understanding of their role and their deliverables
  • Undertake any other duties of a similar level and responsibilities as may be required from time to time

Desirable Skills & Qualifications

  • Knowledge and expertise in Microsoft Office programs.
  • Have a knowledge of public procurement legislation
  • Have experience of Dynamic Purchase Schemes (DPS)
  • Capacity to effectively plan, manage, and coordinate resources and prioritise effectively including the ability to work to agreed timescales.
  • Ability to manage a range of different projects and work activities concurrently, utilising computer technology effectively and assigning work to others as appropriate to meet strict deadlines.
  • Experience working independently as well as work with a wider (multidisciplinary / multi-agency) team in a complex and changing environment.
  • Experience working in an ICT technical role
  • Excellent organisational, presentation, data gathering and written skills.
