The Noel Group is proud to announce our appointment as a member of the HSE supplier panel, supporting healthcare facilities across Ireland. We are currently recruiting an experienced Chief Assistant Technical Services Officer (Quantity Surveying Adviser) to join the HSE Capital & Estates team in Dublin.
This is an exciting opportunity for an experienced Quantity Surveyor to work within the public healthcare sector, supporting the delivery of major capital projects, infrastructure developments, and healthcare estate improvements across the region.
Responsibilities:
* Provide quantity surveying, procurement, contractual, and commercial advice across capital projects.
* Support the planning, delivery, and management of healthcare infrastructure projects in line with HSE Capital Guidelines.
* Assist in managing project budgets, cost control, procurement processes, and contractor performance.
* Coordinate with design teams, contractors, estates management, and multidisciplinary stakeholders.
* Prepare reports, cost estimates, cashflow forecasts, and project documentation.
* Ensure projects comply with public procurement regulations, health & safety standards, and HSE policies.
* Support sustainable and value-for-money approaches across healthcare estate developments.
Requirements:
* Level 8 qualification (or higher) in Quantity Surveying accredited by the SCSI or RICS.
* Membership or eligibility for membership with the Society of Chartered Surveyors Ireland (SCSI) or Royal Institution of Chartered Surveyors (RICS).
* Minimum 7 years‘ relevant Quantity Surveying experience within construction, consultancy, or capital projects.
* Strong knowledge of public procurement, contract management, and construction project delivery.
* Excellent communication, stakeholder management, and report writing skills.
* Full driving licence and access to transport.
Salary & Benefits:
* HSE Salary Scale: €79,877 – €99,696 (depending on experience)
